Photovoltaic systems for electricity generation are subsidized.

The PV subsidy model (valid as of 01.01.2023) consists of the following components:

  1. Investment promotion.
  2. Remuneration based on the market-oriented price (dynamic, hourly values).
  3. Compensation contribution if a defined minimum remuneration was not achieved in the calendar year.

Funding application

The funding application and the power of attorney must always be submitted in full and on paper, including all enclosures. Submissions by e-mail are not sufficient. The content of applications will only be processed once the application documents have been received in full.

Subsidy amounts per kWp of installed electrical direct current output (valid as of 01.01.2023):

  • a.) CHF 500/kWp for roof areas of new buildings1
  • b.) CHF 650/kWp for existing roof areas and roof-independent systems1
  • c.) CHF 750/kWp for vertical systems (facades and similar)2

As far as possible, the electricity can be used by the customer. The remuneration for the electricity fed back into the grid is paid in accordance with Art. 17 EEG on the basis of the market-oriented price. If a defined minimum remuneration is not achieved over a calendar year, a compensation contribution3 is paid in the following year.

Photovoltaikanlagen bis 250 kWp können nach Art. 13 EEG gefördert werden. Anlagen über 250 kWp sind als 
Andere Anlagen von der Energiekommission nach EEG Art. 15 förderbar. Dabei sind Förderbeiträge pro 
Objekt bis CHF 400‘000.- und max. 75% der beihilfefähigen Kosten/ Mehrkosten möglich.

Die maximale Gesamtförderung (Land und Gemeinde) beträgt:
- 65% der beihilfefähigen Kosten bzw. Mehrkosten (exkl. MWST) bei kleinen Unternehmen, 
- 55% bei mittleren Unternehmen und 
- 45% bei grossen Unternehmen
- 75% in den übrigen Fällen (kein Unternehmen)

1 Definition and delimitation: A building is considered a new building for 5 years from the date of the building permit. For older buildings, the subsidy is guaranteed for existing roof areas. The basis is therefore the date of the building permit and the date of the application for the decision.

2 Bifacial and rear-mounted PV modules: To apply for the one-off investment contribution as part of the promotion of photovoltaic systems, the nominal output at STC of the front side of the bifacial solar modules is specified. The additional output of the rear side of bifacial solar modules or modules mounted on the rear side (module to module, e.g. for vertical fences with east/west orientation) is not taken into account. The power of the rear side is therefore assumed to be 0 watts.

3 Art. 17 Para. 2) 2b) EEG "The equalization contribution in accordance with Para. 2a is calculated from the difference between the annual minimum remuneration and the average annual market-oriented pricethat could be achieved for a defined reference production in Germany. To determine the average annual market-oriented price, the market-oriented price must be multiplied by the corresponding production volumes in identical time intervals and divided by the total production volume. A negative annual equalization contribution is valued at zero."

  • Only new installations, installation components and equipment that comply with the latest state of the art may be used.

Photovoltaic systems require a building permit.

Recommendation for vertical systems For vertical systems, power optimizers or microinverters should be used on a module-by-module basis in order to prevent a significant impermissible loss of yield due to partial shading.

Recommendation for measuring self-consumption In the self-consumption model, measurement is carried out using a meter that can record consumption and feed-in at the same time. Self-consumed electricity is not recorded by the meter. It is important that consumption takes place at the same time as production wherever possible. Organizational measures (controllable relevant consumers such as heat pumps, heat pump boilers, cooling systems, electric cars, etc.) can significantly increase the level of self-consumption and thus the amount of electricity not purchased.

Start of construction/forfeiture of entitlement Entitlement to subsidies expires if the measures are started before legally binding confirmation of the subsidies has been received.

Re-funding Subsidies are only paid once for each measure; renewed funding for the same measure is only possible after a period of 20 years. The old confirmation date is relevant for the assessment of any funding after 20 years.

Project author Subsidies will only be paid if expert planning and implementation of the measures is guaranteed.

Time limit Pursuant to Art. 25 EEG, the assurance of funding is limited in time. The measure must be started within one year of the decision to grant subsidies and completed within two years.

Mandatory other regulations The measure is not subsidized if it is mandatory due to other legal regulations in accordance with Art. 4. para. 2a EEG (e.g. development plan, air conditioning, swimming pool heating, conversion, etc.).

Switch from the fixed feed-in tariff (option 1) to the market-oriented price of the grid operator

Producers of photovoltaic electricity can switch from the fixed feed-in tariff model (e.g. 10 Rp/kWh for 10 years) to the market-oriented price in accordance with EEG Art. 17 Para. 2a.) and EEV Art. 13 once after acceptance and payment of the subsidy. It is no longer possible to re-enter the system of fixed feed-in tariffs after an exit initiated by producers. The switch from a fixed feed-in tariff (Art. 17 Para. 2) to the market-based price (Art. 17 Para. 1) can be made at the end of the billing period (for PV systems >30 kVA monthly or PV systems <30 kVA per quarter) (subject to at least 30 days' notice). If the change is made in connection with conversion work on the metering equipment (e.g. new electrical distribution with meter consolidation), the change can be made on the installation date of the new meter(s). Here too, a notice period of at least 30 days applies. A change must be announced to the grid operator (LKW) with the above lead times. (Status: 29.09.22)

Switch to self-marketing

You can opt out of the fixed feed-in tariff model (10 Rp/kWh for 10 years) once the subsidy has been purchased and paid out, but you cannot opt back in. There can be no guarantee for the future in this case because it is a market price. > info.energie@llv.li

Art. 5 EEV: "If an installation operator who has opted for the fixed feed-in tariff pursuant to Art. 17 para. 2 or the market-based price pursuant to Art. 17 para. 1 of the Act when commissioning his installation wishes to market his electricity himself, he may terminate the agreement with the grid operator at the end of a calendar year subject to three months' notice." -29.09.22 -

Impulse program of the Energy Commission 31.08.2021

On 31.08.2021, the Energy Commission made the decision to extend the impulse program for line expansion outside the building zone beyond the set framework of 1 MWp in connection with photovoltaic systems. Further applications can be submitted even though the limit of 1 MWp has been reached.
