Through the Water Framework Directive (WFD), the European Union has provided a regulatory framework for the coordinated protection and management of surface waters and groundwater since 2000. In 2007, the WFD was incorporated into the EEA Agreement, and in 2011 it was transposed into national law through an amendment to the Water Protection Act (GSchG). The WFD establishes a holistic, integrated approach to the protection of water bodies and water as a resource within the EU.

Management Plan and Program of Measures

On October 29, 2019, the government adopted the draft report titled “Management Plan and Program of Measures under the Water Framework Directive.”

The management plan clarifies and updates the findings of the 2015 baseline assessment. To this end, the various quality components used to assess the ecological and chemical status of water bodies were examined in greater depth and evaluated. An important basis for the assessment of water bodies is the definition of the natural reference condition for the various quality components. The program of measures outlines the necessary actions required to achieve and maintain the environmental objectives of “good ecological and chemical status” or “good ecological potential.”

Assessment and Monitoring Program

On April 28, 2015, Liechtenstein submitted the report titled “Assessment and Monitoring Program.” The report provides an overview of the condition of surface waters and groundwater. It also addresses the economic importance of water. The report also includes a monitoring program and an assessment of whether the ecological quality objectives can be achieved, and serves as the basis for the management plan and the program of measures.
