Public Health Emergency Preparedness Assessment Report

The COVID-19 pandemic has demonstrated the importance of strong Europe-wide cooperation in the prevention, early detection and management of cross-border health threats. These include, in particular, threats of biological, chemical, environmental or unknown origin that can spread across national borders.

To ensure a high level of health protection, EU Regulation 2022/2371 provides for both European and national prevention, preparedness and response plans. Member States report regularly on their implementation and further development.

In addition, national prevention, preparedness and response planning is assessed every three years by an international team of experts. In Liechtenstein, this assessment – known as the Public Health Emergency Preparedness Assessment (PHEPA) – took place for the first time from 2 to 6 March 2026.
