Construction Work Coordination Act / Safety and Health Plan

Directive 92/57/EEC of the European Union deals with minimum health and safety requirements for temporary or mobile construction sites. The Liechtenstein legislator has adopted this Construction Site Directive largely unchanged in the form of the Act on the Coordination of Health and Safety Measures during Construction Work (LGBL. 2002 No. 158).

Investigations into accidents on construction sites yielded important findings:

  • 75% of accidents at work were caused by decisions made before the start of construction work
  • 35% of fatal accidents at work were caused by planning
  • 26% of fatal accidents at work were caused by inadequate construction site coordination and inadequate coordination of the companies involved

In order to prevent accidents, the client is obliged to appoint a planning coordinator for the preparation phase and a construction site coordinator for the execution phase for every construction site where employees from different employers will be present. The planning and construction site coordinator may be the same person. The professional requirements for the planning and construction site coordinator are regulated by the Ordinance to the Construction Work Coordination Act (Construction Work Coordination Ordinance, BauKV)

The planning coordinator must draw up a safety and health protection plan during the preparatory phase of the construction project.
