Liechtenstein ratified the Kyoto Protocol in 2004 and thereby assumed the obligation under international law to reduce its greenhouse gas emissions by 8% compared to 1990 levels. Based on this treaty, a series of decisions have been adopted over the years at the Conferences of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC) and the Meetings of the Parties (MOP) to the Kyoto Protocol, which must be implemented by the parties.

In addition, as an EFTA state, Liechtenstein is an active partner in the European Economic Area (EEA) with the EU, and consequently, the EU’s legal documents relating to the internal market also apply to Liechtenstein. This applies in particular to Directive 2003/87/EC.
