Limited resumption of VwbP operation

As a result of the cyberattack of 30 July 2026, the Register of Beneficial Owners of Legal Entities (VwbP) was no longer accessible to external users.

Operations for external users will resume on 5 October 2026. Until further notice, access will initially require the respective VwbP user to undergo personal identification at the counter of the Migration and Passport Office at the Giessen Service Centre (DLG), Giessenstrasse 3, Vaduz. Subsequent use of the VwbP will likewise only be possible at the premises of the DLG and with a reduced range of technical functions.

There is no obligation to use this access procedure. Where statutory deadlines cannot be met due to the limited availability of the VwbP or because the above-mentioned limited access procedure is not used, those deadlines remain suspended.

Revision of the law on associations

Amendments to the Persons and Companies Act and the Commercial Register Ordinance came into force on 1 January 2025, partially revising the law on associations. The main provisions concern those associations that primarily collect or distribute assets that are intended for charitable purposes (so-called charitable associations).

The Office of Justice includes the departments of Land Registry, Commercial Registry, Judicial Affairs, Foundation and Trust Supervision/Anti-Money Laundering, as well as the Victim Assistance Center.

The Land Register incorporates real estate and the rights in rem that exist over it to ensure legal security.

The Commercial Registers primary task is to ensure the legal security of commercial transactions by disclosing the private law relationships, in particular the liability and representation relationships of natural and legal persons.

The Judicial Affairs Division deals, inter alia, with civil law, including personal and corporate law; criminal law and criminal procedure; execution- and insolvency law; procedural law in civil, criminal and administrative law; mediation; data protection; legal assistance in criminal and civil matters, extradition and transit, official liability, administration of justice and legal aid.

In the Foundation and Trust Supervision/Anti-Money Laundering Division, the Foundation and Trust Supervisory Authority (STIFTA)  and the Register of Beneficial Owners and the Central Register of Accounts are located. STIFTA supervises common-benefit foundations and trusts as well as private-benefit foundations that have voluntarily submitted to its supervision. The register of beneficial owners and the central register of accounts serve to combat money laundering, predicate offenses to money laundering, and financing of terrorism.
