Renovation advisory for building envelope and building services
If a building is getting on in years, at some point the question arises as to what to do next: Should it be gradually renovated, completely refurbished for energy efficiency or even demolished and rebuilt?
This is where an individual and comprehensive "renovation consultation" regarding the building envelope and building services (hot water and heating) can be an important basis for later decisions. With the help of an energy consultant, energy weaknesses and potentials of a property can be identified: How much energy does the building consume? How can this demand be reduced?
The planning should be coordinated in such a way that renovation, but also any modernization and conversion measures make sense from an energy and economic point of view.
With the consultation report in hand, you can avoid any wrong decisions and make your building fit for the future step by step.
Funding application
The funding application and the power of attorney must always be submitted in full and on paper, including all enclosures. Submissions by e-mail are not sufficient. The content of applications will only be processed once the application documents have been received in full.

The amount of funding for a single‑family or multi‑family house depends on the size of the building and the consultation costs:

Up to 500 m²:
Lump sum of CHF 1,500, maximum 50% of the costs -
From 500 m²:
CHF 3.– per m² GFA, maximum 50% of the costs
- The energy consultation and analysis, including the report, may only be carried out by a qualified and independent specialist.

Current state analysis (as-is analysis)
- Discussion with the building owner to clarify the task, requirements and initial situation.
- On-site inspection, including documentation of the current condition of the building envelope and building services (domestic hot water and heating).
- Determination of the energy reference area, energy performance indicator (current state) and U-values (current state).
Target state variants (to-be scenarios)
- Presentation of at least three recommendations for action for the building owner in a report.
At least one minimum, one medium and one maximum variant must be shown.
The maximum variant must achieve savings of at least 50% energy consumption and 100% CO₂ emissions. - Presentation of the cost–benefit ratio for each variant.
- Determination of the energy performance indicator (target state) and the U-values (target state).
- Discussion of the report and the target-state variants in a consultation meeting.
- Recommendation of the course of action to the building owner.
- Support and assistance with the application process, provided that funding-eligible measures under the Energy Efficiency Act are being considered.
Minimum subsidy amount The subsidy measure must be extensive enough to reach the subsidy amount of CHF 2,000.
Extensions and conversions/changes of use In the case of conversions, only existing areas that are being renovated to make them more energy-efficient are eligible. In accordance with Art. 4 Para. 2a EEG, measures are not subsidized if they are mandatory due to other legal regulations. This applies to the construction of new areas (e.g. extensions or roof extensions) and changes of use from previously unheated rooms to newly heated rooms (e.g. attic or shed to new residential use).
Year of construction Only buildings with a building permit prior to March 30, 1993 are eligible.
Start of Construction – Forfeiture of Entitlement The entitlement to receive funding grants lapses if the measures are commenced before a legally binding approval of the funding has been issued.
Project Author / Planner Funding grants are only paid out if competent planning and professional implementation of the measures are ensured.
Time Limit In accordance with Art. 25 of the Energy Act (EEG), the funding approval is subject to a time limit. The measure must be started within one year of the decision on the granting of funding and completed within two years.
Mandatory Other Provisions The measure is not subsidized if it is mandatory due to other legal regulations in accordance with Art. 4. para. 2a) EEG (e.g. development plan, air conditioning, swimming pool heating, conversion, etc.).
Repeat Funding Funding grants are awarded only once per measure; repeat funding of the same measure is only possible after a period of 20 years has elapsed.
For the assessment of any potential funding after 20 years, the original funding approval date is decisive.
All energy consultants, architects and HVAC engineers licensed in Liechtenstein under the Building Professions Act (BWBG) are permitted to provide energy advice. Authorized energy consultants according to Art. 17d BWBV
