I. Definitions

Digital identity: Digital data assigned to a user with which he/she can identify him/herself to other users or systems in cyberspace in a unique and forgery-proof manner.

eID.li: The state digital identity of the Principality of Liechtenstein for natural persons. (eID.li) Holder: A natural person who is in possession of an eID.li.

eID.li app: Holders use the eID.li app on their mobile device for digital identification and authentication. The eID.li app also contains digital proof of the holder's official documents, such as the digital driving license.

Digital proof: Digitized version of a document or certificate that is assigned to a person and can be stored in the eID.li app, such as the e-driver's license. Digital proofs and the eID.li login function are different and independent functions of the eID.li app.

Attribute: Property assigned to a digital identity, e.g. name, date of birth, etc. The attributes in eID.li originate from the Liechtenstein National Administration; their origin is secure and cannot be falsified.

eID class: Depending on the nationality of a person and the identification procedure, the eID.li is assigned to one of three classes, A, B or C.

II. Overview

eID.li is a service provided by the National Administration of the Principality of Liechtenstein that enables natural persons to obtain a digital identity. The eID.li app consists of the login function for logging in to web services and contains digital evidence of the person, e.g. the e-driver's license.
eID.li is used via the eID.li app on a mobile device. The eID.li app is developed according to the state of the art and protects the digital identity against unauthorized access and manipulation. In order to use eID.li, the holder must be in possession of a mobile device with the eID.li app installed and use a secret access password.
The personal data of the eID.li includes surname, first name and date of birth as well as a unique technical personal identification number. The data originates from registers of the National Administration of the Principality of Liechtenstein and is transferred to the relevant electronic service upon registration. In the case of private providers of electronic services, the transfer of data in the eID.li app must be expressly approved by the user. (For more information on data protection, see below)

The digital proofs are stored in encrypted form in a so-called security element on the mobile device so that they can be displayed even if the Internet connection is interrupted.

III Registration of the eID.li app

eID.li is available to natural persons in Switzerland and abroad.

To become the holder of an eID.li, you must register with the Foreigners and Passport Office, either on site or online using video identification. In both cases, an official identification document, passport or ID card must be presented and the person must carry the mobile device with the eID.li app installed. Once identification has been carried out, the Immigration and Passport Office establishes a unique, unforgeable link between the person, the eID.li app and their eID.li digital identity.

IV. Change of personal details and marital status

The personal attributes that can be transferred via eID.li for identification in electronic services originate from electronic registers of the National Administration of the Principality of Liechtenstein and are only used during registration with eID.li. The attributes are always up to date for persons with a residence status in the Principality of Liechtenstein and no changes to marital status, name, etc. need to be disclosed.

However, eID.li holders residing abroad are obliged to notify the Immigration and Passport Office of any change of name, marital status, etc.

V. Use only on a mobile device

The eID.li app is bound by cryptographic measures to the mobile device used for registration. Simultaneous use on more than one mobile device is not possible.

VI Transfer to another mobile device

If the eID.li app is lost, it cannot be restored using the standard data recovery functions of the mobile device. If the holder wishes to transfer his/her eID.li to another device, he/she must have the new and the previous mobile device to hand. The individual steps for transferring to the new mobile device are described in the eID.li app.

VII Blocking

The holder can apply to the Immigration and Passport Office to have their eID.li blocked. This can be done on site or by telephone using the contact information provided on the eID.li website. Blocking means that the eID.li app can no longer be used.

The blocking can be reversed. To do so, the holder must be identified by the Foreigners and Passport Office, either on site or online using video identification. The Foreigners and Passport Office may charge the eID.li holder for the unblocking.

If there is sufficient suspicion of misuse, identity theft or another security-relevant incident, the Immigration and Passport Office can initiate the blocking on its own initiative.

VIII. Deletion

The holder can apply to the Immigration and Passport Office to have his/her eID.li deleted. This can be done using the contact information provided on the eID.li website. Deletion means that the eID.li can no longer be used and all technical configuration and access data as well as all digital proofs in the eID.li app will be deleted. The deletion is final and cannot be reversed.

The eID.li will be deleted by the Immigration and Passport Office if it has been blocked for a period of two years and the data is not required to preserve evidence.
The eID.li is deleted free of charge.

The deletion has the effect that the eID.li-related data is irretrievably deleted from all systems of the state administration and the eID.li can no longer be used. The deletion is final and cannot be reversed.

IX. Security information

eID.li is a personal digital identity and may only be used by authorized eID.li holders. The holder must take precautions to prevent other persons from accessing the mobile device and in particular the eID.li app. Holders are prohibited from allowing another person to use the eID.li, e.g. by handing over the mobile device with the eID.li app installed and activated and disclosing the password.

The following security measures must be observed:
The eID.li app may only be installed on a mobile device with an operating system officially supplied by the issuer. Installation and use on a mobile device with a manipulated operating system (rooting, jailbreaking) is prohibited.
The mobile device must be provided with a PIN or password lock to prevent unauthorized persons from starting the eID.li app.

The password for starting the eID.li app must be kept secret.

The password for enabling identification or login must be kept secret.
For each identification or login with the eID.li, it must be ensured that the request to enter the one-time code is made in a browser window whose Internet address begins with https://login.eid.li/ . If a different Internet address is displayed in the browser, the one-time code must not be entered for security reasons.

X. Applicable law

These Terms of Use and the use of eID.li are subject to Liechtenstein law. By installing the eID.li app, users agree to the terms of use.
