Building regulations and zoning plan

Municipalities enact building regulations and a zone plan. Building regulations and a zone plan regulate the building and design regulations as well as the permissible use of land for a municipality area.

The building code applies to the entire municipal area in each municipality. It serves the purposeful spatial development of the settlement and landscape area in the municipality's own and nationwide context and regulates the building and planning system, insofar as the municipality is responsible for it.

The zoning plan divides the municipality's territory into various development zones and zones of other uses. It is an integral part of the building code. The municipality may designate in the zoning plan those areas for which it issues guideline, development and design plans or special building, use and protection regulations prior to building. Furthermore, it can specify areas in which the dense or closed construction method, a minimum utilization or minimum number of stories is prescribed.
