January 14, 2026: Decision on the provisional allocation of frequencies in relation to the 3ECOM-1 and 3ECOM-3 filings of the Principality of Liechtenstein with the ITU and approv-al of the frequency usage agreement between Mountain Ridge AG, CONNECTEDCOSMOS Europe SL, and Open Cosmos Europe SL

The Office for Communications (AK) granted Mountain Ridge AG in a provisional allocation decision dated December 3, 2025, the approval to obtain the Bringing Back into Use (BBIU) and to achieve ITU Milestone M2 in accordance with the business plan, and to carry out international coordination in accordance with Art. 12 f. FFV as a delegated operator of the AK at its own expense, as well as to launch and operate the necessary satellites. In doing so, Mountain Ridge AG must ensure that all imposed requirements, conditions, and ancillary provisions are fulfilled and complied with.

 

At the same time, the AK granted the Applicant individual usage rights to the frequencies, which are the subject of the applications/coordination requests under the designations 3ECOM-1 and 3ECOM-3 at the ITU, in accordance with the relevant provisions, in particular Art. 38 KomG and Art. 6, 12, 18, 22, 24, 26, and 29 para. 2 FFV, as requested, provisionally and conditionally with regard to the BBIU and until the ITU milestone M2 is reached and the international coordination has been successfully carried out, and to the extent that the Principality of Liechtenstein acquires international frequency usage rights in accordance with the applicable ITU regulations, and approved, pursuant to Art. 35 FFV, the contractual transfer of the rights of use to all frequencies covered by the allocation in question in favour of CONNECTEDCOSMOS Europe SL, Santa Cruz de Tenerife, and Open Cosmos Europe SL, Madrid, as contractual beneficiaries, in order to enable them to set up and temporarily operate the planned Low Earth Orbit (LEO) satellite system and offer satellite services via this satellite system. In addition to the allocation holder, the contractual beneficiaries must comply with all the requirements, conditions, and ancillary provisions specified in the allocation.
