Trusted List

General information

This list contains information on – current and/or former – qualified trust service providers based in Liechtenstein that are/were supervised by Liechtenstein, as well as information on the qualified trust services they offer in accordance with the eIDAS Regulation (Collection of EEA Legislation: Annex XI – 5i.01).

Cross-border use of electronic signatures was facilitated by Commission Decision 2009/767/EC of 16 October 2009, which for the first time obliged the Member States to establish, maintain and publish trusted lists containing information on certification service providers that issue publicly qualified certificates in accordance with Directive 1999/93/EC of the European Parliament and of the Council of 13 December 1999 on a Community framework for electronic signatures and are supervised and accredited by the Member States. This Trusted List updates the trusted list established in accordance with Decision 2009/767/EC.

Specific information

In Liechtenstein, the eIDAS Regulation is implemented by the Signature and Trust Services Act (Liechtenstein Law Gazette 2019 No. 114) and the Signature and Trust Services Ordinance (Liechtenstein Law Gazette 2019 No. 180) issued on its basis.

In accordance with Art. 11 of the Signature and Trust Services Act, the Office for Communications is the competent supervisory body pursuant to Art. 17 of the eIDAS Regulation and supervises all trust service providers (TSPs) based in Liechtenstein that provide trust services within the country. TSPs must fulfil the requirements which are set out in the eIDAS Regulation and are implemented by the Signature and Trust Services Act and Ordinance (in particular Art. 3ff). Compliance with requirements is monitored by the Office for Communications on the basis of Art. 11 and 12 of the Signature and Trust Services Act.

The Office for Communications is also responsible for maintaining and publishing a Trusted List in accordance with Art. 22 of the eIDAS Regulation (Art. 11 para. 4 let. a of the Signature and Trust Services Act). The Trusted List contains information on all qualified TSPs that are or were based in Liechtenstein and their qualified trust services. Non-qualified TSPs and their trust services can be included in the list upon request. The Office for Communications makes the machine-readable Trusted List available to the interested public in XML format in accordance with ETSI TS 119 612 V2.1.1. The list is updated in the event of changes and in any case every six months.
