Learner's license

General information

To obtain a learner's permit category, you must submit the learner's permit application form to the Road Traffic Office by post, at the earliest 1 month before reaching the minimum age for the relevant category.

Before submitting the application, you must have your eyesight tested by an optician or doctor. The result will be entered directly on the application form. You can find a sample photo chart under the following link: Fotomustertafel.pdf.

The learner's license is issued after passing the basic theory. The validity of the learner's permit is limited in time.

The validity of the learner's permit expires if the holder has failed the practical driving test three times and the licensing authority has ruled out the applicant's fitness to drive on the basis of a test.

Use of the learner's permit abroad

If you wish to drive abroad with your learner's permit, please enquire about the applicable national regulations with the competent authority or when crossing the border. We generally advise against taking learner trips abroad.

Anyone wishing to obtain a category A, A1, AM, B or B1 driving license must prove that they have attended a driving school course when registering for the practical driving test. The course must have been attended no more than 2 years ago. Participation in the course requires a learner's permit (theory card for category AM). Persons who already hold a driving license in one of these categories are exempt from attending a course.
