The eID is used to uniquely identify a natural person electronically and to verify the authenticity of the person's declaration of intent or action. It replaces the signature in official procedures (E-GovG Art. 12 para. 1).

All natural persons in Switzerland and abroad can apply for an eID.li:

Liechtenstein only offers an eID for natural persons. This is not provided for legal entities, as they always act through their bodies, which are natural persons (electronic passport, electronic identity).

It should be noted that, in practice, even a company does not have its own passport.

Several people can be authorized on the eBaugesuchLI platform in one project (full and read access). The eID is also a prerequisite for authorized persons to be able to use the platform.

Anyone with a valid passport or a valid identity card can obtain an eID in Liechtenstein (regardless of country). In future, it should also be possible to use a "foreign" eID.

The building application must be opened by the client on the basis of unique identification with the eID. The client grants full or read access to all persons involved on the platform.

As soon as the e-representation service is connected, it is possible for the architect to open the application himself. However, this requires the client to have authorized the architect beforehand.

As a rule, only the landowner can build on a plot of land and submit a corresponding planning application. As soon as several people own the land (e.g. a married couple), one party (e.g. the husband) submits the application with his eID, but in this case a power of attorney from the wife is also required. This must also be enclosed with the documents. However, each applicant can also appoint and authorize a third party (architect) to complete the application. If such authorization has been granted, the architect acts on behalf of the applicant. Until e-representations are connected, a power of attorney is always required.

Authorization to sign is not clarified via the eID and must be clarified or organized individually within the internal framework.

All employees of a company need an eID (can be obtained from the APA, also possible with video identification) who are to work on a building application. The eID has nothing to do with signature authorization in the company. The office itself decides whether employees in the architect's office are authorized or not.

This is independent of the sector and applies to all entrepreneurs who log in via a platform of the authorities.
