CHP plants

Combined heat and power (CHP) plants produce electricity and use the waste heat for heating purposes.

The basic element of the model, in addition to an investment subsidy, is the obligation to purchase and pay for the electricity produced by the grid operator.

Operators of CHP plants thus generate their own electricity. This self-produced electricity can be consumed themselves and/or fed into the public grid. The measurement takes place with the self-consumption model by means of a counter which can seize purchase and feed at the same time. Self-consumed electricity is not measured. It is therefore important in this model that consumption takes place as simultaneously as possible with production. Through organizational measures (controllable relevant consumers such as heat pumps, heat pump boilers, cooling systems, etc.), the degree of self-sufficiency and thus the amount of electricity not purchased can be significantly increased

Funding application/ Construction completion certificate

The funding application and the power of attorney must generally be submitted in full and in paper form, including all attachments. Submissions via email are not sufficient. The content of applications will only be processed once the application documents have been received in full.

The funding contributions for CHP systems are made up of three elements:

  1. Investment contribution for electrical power: CHF 400 per kWel for the installed electrical power for systems from 1 to a maximum of 250 kWel. Please also note that most municipalities add this contribution up to the maximum limit of CHF 10,000. This means that for systems up to 25kWp, CHF400 per kWp (state 400 and municipality 400) is possible as a one-off subsidy.
  2. Electricity tariff: Fixed feed-in tariff (state parliament resolution September 30, 2021) for systems that go online by December 31, 2022 at the latest or based on a market-oriented price (The electricity can be consumed yourself as far as possible.)
  3. Building technology system: The system as a heat generator is funded in the same way as the assessment of building technology systems. The decisive factors are the heated energy reference area and the fuel. With the help of the “subsidy amount calculation tool” you can determine your individual funding entitlement. The decisive factors for funding are the type of building technology system and the size of the building.
  • Only new, state-of-the-art plant and plant components and equipment are to be used.
  • The hot water preparation has to be done primarily with the subsidized home automation system, thermal solar collectors or a heat pump boiler. Pure electric boilers are not permitted in subsidized systems.
  • Electrically operated pipe trace heating and hot water circulation systems are to be connected with a timer, ideally via an all-pole disconnection point (socket). This is because pipe trace heating systems are large consumers of electricity and should be operated in a targeted manner. If there is a disconnection point (socket), a consumption measurement can be made and quite simply unplugged in the event of unnecessary operation / service.
  • For hot water circulation circulating pumps energy efficiency class A (EEI ≤ 0.23) are to be installed. When installing a circulation pump that does not meet the energy efficiency class A (EEI ≤ 0.23), the subsidy is reduced by CHF 300.- per pump.
  • Heat pump boilers with a COP of at least 3.2 according to EN 16147 at test condition A20/W10-55 are to be installed.
  • The heating and the hot water systems shall be provided with continuous thermal insulation, including all distribution lines. The minimum insulation thicknesses are to be taken from the following table:

Not subsidized are building services systems, if they serve as an auxiliary heating to an inherently sufficient (monovalent) heating. Decisive in the promotion is the type of home automation system and the size of the building object.

  • Forfeiture of the claim The entitlement to the payment of subsidies expires if the measures are started before a legally binding assurance of the subsidies has been received.

    Recontribution Funding contributions are only paid once for each measure; renewed funding of the same measure is only possible after 20 years.

    Project author Subsidies will only be paid if expert planning and execution of the measures is ensured.

    Term The assurance of the subsidy is limited in time according to Art. 25 EEG. The measure must be started within one year from the decision on granting subsidies and completed within two years.

    Swinging other regulations The measure is not subsidized if it  is mandatory due to other legal regulations according to Art 4. para. 2a) EEG (e.g. superstructure plan, air conditioning, swimming pool heating, conversion of use, etc.).

Regarding the adjustment of EEG and EEV (come into force on 01.01.2023) applies the following transitional arrangements then for pending applications:

  • The old law applies if the funding application has been submitted in full to the Energy Agency by 31.12.2022. The technical concept must be clearly defined, the technical data and data sheets and all documents necessary for the assessment by 31.12.2022 conclusively available.
  • Excepted from this are building permits that have not yet been issued. These can be submitted subsequently, but the application for building permits must be submitted to the competent body (AHR, formerly ABI) by 31.12.2022 
  • Also exempt from this are not yet issued connection permits for power generation plants. These can be submitted subsequently, but the application for connection permit for power generation plants until 31.12.2022 at the competent body (truck) have been submitted.
