Corporate Governance and Investment Controlling

The Office of Finance is the coordinating body with regard to the management and monitoring of public enterprises and supports both the Ministries and the public enterprises in this function.

Corporate Governance

Corporate governance refers to the principles geared towards the interests of owners, which strive for transparency and a balanced relationship between management and control while maintaining decision-making ability and efficiency at the highest corporate level.

The Principality of Liechtenstein is the owner of the following public companies:

Art. 78 para. 4 of the Constitution assigns the Government the overall supervision of these companies. The performance of this task is based on a three-tier regulatory structure:

  • Act on the control and supervision of public companies ÖUSG
  • Special laws for public companies
  • Recommendations on the management and control of public companies in Liechtenstein (Public Corporate Governance Code)

Investment Controlling

In connection with its ultimate supervisory function, the Government shall carry out shareholding controlling in accordance with Art. 18 ÖUSG. The government has issued the guidelines for periodic reporting for this purpose.

The reporting forms are provided to the companies by the Office of Finance. A glossary of investment controlling forms is available to companies to assist them with data collection.
