16.04.2025: Inadmissibility of foreign landline numbers in Liechtenstein

Pursuant to Art. 38 and 53 of the Ordinance of January 14, 2025 on Numbering Resources in the Electronic Communications Sector (Numbering Resources Ordinance, NRV, LGBl. 2025 No. 54), foreign fixed network numbers used for addressing fixed network termination points in Liechtenstein must be replaced by Liechtenstein national numbers by January 31, 2027 at the latest.

Art. 38 NRV stipulates:

"Use of foreign fixed network numbers in Liechtenstein

The use of foreign fixed network numbers in Liechtenstein is not permitted."

Art. 53 NRV reads:

"Existing foreign fixed network numbers

Foreign fixed network numbers existing at the time of entry into force of this Ordinance shall be converted to domestic fixed network numbers within 24 months of the entry into force of this Ordinance."

These provisions entered into force on February 1, 2025 with the total revision of the Electronic Communications Act (Communications Act, KomG, LGBl. 2023 No. 216) and the enactment of a new package of ordinances to the KomG.

Among other things, the previous Ordinance on Means of Identification and Frequencies in the Field of Electronic Communications (IFV, LGBl. 2008 No. 228) was divided into four subject areas and four separate ordinances were issued. One of these is the Numbering Resources Ordinance (NRV), which, as mentioned above, addresses the use of foreign fixed network numbers in Liechtenstein and prohibits the use in Liechtenstein of foreign fixed network numbers which are used to address fixed network termination points for the provision of publicly accessible number-based interpersonal communications services in fixed networks. This applies in particular to Swiss numbers in the 058 range for the fixed network service "Company-wide telecommunications networks" (corporate network).

Based on the transitional provision also cited, the foreign fixed network numbers existing at the time of the entry into force of this Ordinance must be converted to domestic fixed network numbers within 24 months of the entry into force of this Ordinance. The transitional provision in Art. 53 NRV stipulates that the changeover to domestic fixed network numbers must take place within 24 months. Specifically, foreign telephone numbers must therefore be converted to Liechtenstein fixed network numbers by January 31, 2027 at the latest.
