Energy legislation and testing

The legal basis regulates the minimum requirements for buildings, technical requirements for heating, ventilation and air conditioning systems, swimming pool heating, heat pumps and photovoltaic systems. They also include the inspection and approval of energy certificates.

The Energy Division ensures that all new buildings and renovations meet the prescribed standards and that sustainable, resource-conserving energy use is guaranteed.

Our tasks and responsibilities:

  • Checking and approving ventilation, air conditioning and refrigeration systems as well as heat pumps and photovoltaic systems for compliance with legal requirements.
  • Checking energy certificates for new buildings and renovations.
  • Random checks of building energy certificates(GENAL), which are required for the sale, letting or leasing of buildings.
  • Assessment of the overall energy efficiency of buildings in accordance with current standards.
  • Checking the legal requirements for swimming pools and whirlpools with regard to energy consumption.

Relevant regulations and directives

Energy Ordinance (EnV):

The EnV defines the minimum requirements for energy-efficient construction and operation of buildings. It contains regulations on:

  • Thermal insulation, heating and ventilation systems
  • Energy efficiency requirements for new buildings and renovations
  • Use of renewable energies and alternative systems

Energy Performance Certificate Act (EnAG):

The EnAG regulates the obligation to issue an energy performance certificate when selling, renting or leasing a building. The energy performance certificate provides information on overall energy efficiency and contains recommendations for improving energy efficiency.
