General market development

The market is supplied by a stable number of providers that is very high in relation to the size of the market. The notification register comprised 51 companies at the end of the year.

Fibre optic network expansion

A very important milestone for the population and the economy was reached in the reporting year: The utility provider Liechtensteinische Kraftwerke (LKW) completed the long-term FTTB[1] fibre optic expansion.

Liechtenstein is therefore in a very advantageous position for the future in terms of communications infrastructure: regardless of location, every home and business has a fibre optic connection and there is no digital divide. According to the European Commission's first Report on the state of the Digital Decade 2023, coverage for fibre to the building (FTTB) in the EU is only 56%, with a target of 100% by 2030.

Regulating fibre access

Sector-specific competition regulation (special regulation) within the telecommunications markets is outlined in the Communications Act. As part of its market analysis and special regulatory activities, the Office for Communications has regulated the rates and conditions for access to the local fibre optic loop and ducts as well as for all other network infrastructure services within the area of communications of LKW. The cost-based rates, including calculation models and access conditions, were consulted on within the market in July and finalised in October. As a result of the new regulation, new rates and a new reference offer for service providers, as well as new conditions for building connections for building owners, came into force on 1 January 2024. The cost-based determination of rates led to an increase in the rate for fibre optic subscriber lines. Several providers took this as an opportunity to change their prices and services, which subsequently led to intense competition from changing customers.

Market development – fixed network

The decline in landline telephone connections continued. Due to the decommissioning of copper connection lines following the completion of the FTTB network, all telephone connections in operation at the end of the year were based on VoIP technology. The total number of landline telephone connections fell by 6% over the year to 10,300, meaning that 40% of households and workplaces still used a landline telephone, compared to 70% in 2017.

In contrast to telephone connections, internet connections are growing steadily by around 3% per year, in line with the trend in households and workplaces. Due to the FTTB network mentioned above, internet connections via optical fibre were predominantly used at the end of the year. Only in the home network of the provider TV-COM AG, internet connections are still based on a coaxial network. The continuing demand for more bandwidth means that 57% of connections used in Liechtenstein have at least 200 Mbit/s download performance. Connections with at least 1 Gbit/s have reached a share of 22%.

Market development – mobile phone connections

The trend in favour of mobile phone connections with a Liechtenstein +423 number is still evident. These increased by 700, while the number of those with a Swiss +41 number remained unchanged, resulting in a final total of 50,300 (+1.4%). Mobile phone connections with a Liechtenstein +423 number achieved an only slightly higher market share of 37% compared to 36% in the previous year.
