Overall revision of the state guidance plan

The state spatial plan is the main instrument of the state's spatial planning policy. It is geared towards a time horizon of approximately 25 years and uses text and maps to show how the state should develop spatially and how spatially relevant activities should be coordinated with regard to the desired spatial development.

The government last issued the currently valid national spatial plan in 2011. Since then, the Liechtenstein 2020 spatial concept, the Mobility Concept 2030, and the Werdenberg-Liechtenstein agglomeration program have established new spatial foundations for the country and its neighboring cantons and federal states, which place new demands and objectives on the country's spatial planning. As a result, in June 2021, the government decided to completely revise the national spatial plan and commissioned the current Office for Building and Spatial Planning (AHR) to manage the project.

If the structure plan is to be viable and effective in terms of the development and objectives for spatial development over the next 25 years, it must be broadly supported and understood. Only then can it achieve its intended effect and support the authorities in their activities that have an impact on spatial development. The revision of the cantonal structure plan is therefore being carried out in a multi-stage process, involving specialist, technical, and political stakeholders, namely the cantonal authorities, the municipalities, and associations and federations:

The first phase involves compiling all relevant basic data and plans from the state, municipalities, and neighbors, establishing the composition of the individual bodies, and developing the structure and framework of the state spatial plan.
The government took note of the completion of the first phase in May 2022.
Timeframe: Start of third quarter of 2021, completion in May 2022

The second phase is divided into three steps:

Step 1 involves compiling the content to be addressed in the structure plan, specifying the structure plan's structure, and defining future cooperation between the state and municipalities. The first forum took place on July 6, 2022. The objectives of the forum were to provide interest groups with more in-depth information about the state structure plan, to fulfill the public task of spatial planning, to identify and address problem areas, and to discuss the relationships between settlement, transport, nature, and landscape, as well as other land uses.

Step 2 involves developing the broad outlines of the individual chapters and interpreting the fundamental strategic issues. The second forum took place on November 23, 2022. In group workshops, the spatial development strategy of the state plan was discussed in relation to global developments, challenges, and objectives for the state.

Step 3 involves developing the overall draft (text and map). From May to August 2024, a preliminary consultation was held with all municipalities to review the content in relation to coordination with municipal plans and for the purpose of initial consolidation. The comments were then evaluated and the draft structure plan revised.
The government took note of the completion of the second phase in February 2026.
Period: Start May 2022, completion February 2026

The third phase comprises the consultation process and the subsequent revision and final editing. In preparation for the consultation, two information events were held on February 5 and 11, 2026, with the organizations invited to participate in the consultation (municipalities, government agencies, associations, and political bodies).
The consultation will take place over a period of six months from the beginning of March to the end of August 2026. The invited organizations can submit their comments to landesrichtplan@llv.li

The consultation documents can be viewed under Downloads. The structure plan map can also be accessed via the Liechtenstein Geodatenportal der Liechtensteinischen Landesverwaltung  government's geodata portal. The project documents include, in particular, the structure plan consisting of the structure plan text, structure plan map, and explanatory report, as well as the evaluation of the preliminary consultation and the participation form.
The third phase will be completed and the new national structure plan approved once the government has passed a resolution.
Timeframe: Beginning of February 2026, ongoing
