Overall revision of the state guidance plan

The government last approved the currently valid National Indicative Plan in 2011. In June 2021, the government approved the overall revision of the National Indicative Plan and entrusted the current Office of Building Construction and Spatial Planning with the project management.

The revision of the National Structure Plan is in the context of the goals and measures of the Government Program 2021-2025, the Spatial Concept Liechtenstein 2020, the Climate Strategy 2050, and the Mobility Concept 2030. Furthermore, the spatial development intentions of the municipalities are to be examined in relation to the goals and strategies of the country and integrated into the National Structure Plan in an appropriate manner. The development intentions and plans of the neighboring regions of St. Gallen, Graubünden and Vorarlberg must also be taken into account in the revision of the national structure plan and the various plans must be coordinated. As a central and binding planning instrument, the National Structure Plan has a planning horizon of 25 years. The new Landesrichtplan is thus geared towards the year 2050.

In this nationwide and multidisciplinary process, it is important to actively involve the state's specialized agencies, the municipalities, as well as associations and organizations. For this purpose, three forums will be held. The process of the overall revision of the State Indicative Plan is divided into three phases.

The first phase included the compilation of all relevant bases and planning, the composition of the individual bodies, as well as the elaboration of the structure and layout of the National Structure Plan. In the second stage, the individual chapters are elaborated in the main outlines, including the interpretation of the main strategic issues of principle. 

On July 6, 2022, the first forum was held. The objectives of the forum were to provide stakeholders with more in-depth information about the state guideline plan, to fulfill spatial planning as a public task, to identify and record problem areas, and to discuss the interrelationships between settlement, transport, nature and landscape, as well as other spatial uses.

The second forum was held on November 23, 2022. Stakeholders were informed about the work of the project management and steering committee. Group workshops were held to discuss the spatial development strategy of the State Indicative Plan with the global developments, challenges and objectives for the country. In the third step, the development of the overall draft (text and map) will take place. The second phase comprises in the first step the compilation of the contents to be addressed in the National Structure Plan as well as the specification of the structure of the Structure Plan and the future cooperation country - municipalities.

The third phase comprises the public consultation and participation as well as the subsequent adjustment and final editing. With the government's decision, the third phase is completed and the new national structure plan is approved.
