Project planning, i.e. the planning of roads, is only carried out by the Infrastructure Construction/Transport Engineering Department of the Office for Civil Engineering and Geoinformation in the overarching sense. This primarily involves supra-regional planning, traffic concepts and overarching overall traffic contexts. These concepts result in the respective construction projects, which are put out to tender and awarded to external engineering firms.
