Performance permits for events

General

All public events that require official measures (e.g. closure of roads, public order service and the like) or controls of a technical, health, building or foreign police nature require a permit from the Government Chancellery in order to be held.

This includes, for example:

  • Events that take place in whole or in part on public streets and squares (including bicycle races and the like)
  • Public concerts / outdoor film screenings, including circuses
  • Demonstrations and rallies
  • Events with animals
  • Fairs
  • Events with (sightseeing) flights (helicopter flights, air shows, etc.)
  • Dance events in nightclubs
     

On the following days, the Government Chancellery can not issue permits, because according to the Ordinance of 23 March 1950 on the issuance of performance permits (LGBl 1950/11) any non-church event is prohibited:

  • on the last three days of Holy Week (Maundy Thursday, Good Friday, Holy Saturday);
  • on Easter Sunday and Pentecost Sunday;
  • on Landesbettag (3rd Sunday in September);
  • on All Saints' Day and All Souls' Day;
  • on Christmas Eve (December 24) and Christmas Day (December 25).
     

May be held without a permit as a rule:

  • Closed events in the private sector
  • Events of schools
     

Application for authorization

Application is made using the application form. The application must be submitted to the Government Chancellery at the latest one month before the performance:

The consent of the responsible municipality is a prerequisite and must accompany the application.

Fees

For a performance permit, the Government Chancellery generally charges a fee of CHF 50 per day. Additional fees of involved official bodies are governed by the Fee Ordinance. Involvements of the National Police for police operations are also governed by RA 2007/187-2213.

Organizers of large-scale events shall bear the entire cost of security and guard personnel, the cost of traffic management and traffic control, and the cost of parking management at the venue or in the immediate vicinity of the event. These tasks shall be performed by private security companies at the expense of the event organizers.

For events that require extensive police deployment, a cost reimbursement is charged according to expenditure. Among other things, large-scale events are considered to be complex if they require the involvement of foreign emergency forces and for which a separate security plan has to be drawn up.

At events,

  • in which there is a public interest due to the international publicity effect,
  • for which obligations have been entered into on the basis of international memberships or concluded contracts and
  • in which the financial expenses for security cannot be borne by the organizers alone,

may be deducted a cost contribution of max. CHF 40,000 on a justified application. The organizers must not be profit-oriented organizations or institutions.

Organizers of large-scale events must inform the relevant government and official bodies of the planned large-scale event immediately after the date of the event has become known, otherwise no cost sharing can be claimed from the public purse.

The legal performance of tasks of public safety and order outside the above-mentioned areas by the National Police remains reserved.
 

Municipalities

In the sole responsibility of the municipality concerned fall:

  • the authorization of markets
  • the authorization of street musicians
  • the approval of the opening hours of catering establishments and the duration of events (night rest)

 

Public transport

If road closures or traffic detour are planned for an event, we recommend that you contact the LIECHTENSTEINmobil public transportation company (www.liemobil.li) well in advance.
