General

The consultation marks a very early stage in the legislative process. With it, the government publicly submits a draft law for comment, which is to be examined by the relevant organizations due to its political, economic, financial, legal or cultural implications.

Those circles which have or could have a special interest in the draft are invited to comment. However, those who are not invited may also comment on the consultation.

The consultation procedure for politically important decrees is ordered by the government and carried out by the responsible Ministry. The responses and feedback from the consultation process are taken into account by the government in any report and motion to the Parliament. The Parliament discusses the report and motion in knowledge of these consultation results.
