For the commercial and public conduct of betting, the Gambling Act provides for a dual licensing system in which the organizer requires, on the one hand, an organizer's license from the government and, on the other hand, a gaming license from the Office of National Economy for each individual game. There is no legal entitlement to the issuance of an organizer permit.
