Update of the RIO template

In its decision of 4 November 2020, the Office for Communications set the maximum limits for termination charges in the fixed and mobile networks.

The providers concerned were obliged to publish a standard offer for voice call termination (Reference Interconnection Offer, RIO) on their websites based on the AK's template.

Version 1.0 of this template was issued with effect from 4 November 2020.

In the meantime, the Communications Act (KomG) has been completely revised and adopted by Parliament (LGBl. No. 216/2023).

This results in a significant change for the AK template, specifically with regard to the upper limits of termination rates (Art. 30 rev. KomG) and the definition of regulated calls (new: "for calls originating from and terminated to Union numbers").

With the entry into force of the revised KomG, these are limited to 0.20 euro cents/min for the mobile network and 0.07 euro cents/min for the fixed network.

The AK is taking this change as an opportunity to review the RIO template as a whole. In addition to adjusting the charges, other content-related, technical and editorial adjustments were made to a limited extent.

The providers Salt (Liechtenstein) AG, Telecom Liechtenstein AG, Swisscom (Liechtenstein) AG, Backbone Solutions AG and Nexphone AG took note of the draft document ‘AK Template RIO Version 1.1 (track changes version)’ without making any requests for changes. The feedback was all received within the open deadline.
