From June 2, 2025, an alternative process for applying for identity documents (FL passport, FL ID and biometric residence permit) will be available for children under the age of two. The child's facial image can be taken in the comfort of their own home and submitted to the Foreigners and Passport Office (APA) via an online form.
The direct on-site capture of biometric facial images for passports, ID cards and biometric residence permits has been successfully in use since June 2024 and can also continue to be used for small children. In practice, however, it has been shown that the requirements of facial recognition - in particular looking calmly and focused into the camera lens - are often difficult to implement for children under the age of two. This often leads to repeated attempts or even to the capture process being aborted.
The new online procedure now offers parents an alternative. Once the photo has been successfully submitted, it is checked by the APA. If the image meets the required quality criteria, the legal representatives are invited to visit the counter in person to complete the application process.
The legal basis for this alternative application process was created through corresponding amendments to the Ordinance on the Admission and Residence of Foreign Nationals (HSchV) and the Ordinance on the Admission and Residence of Foreign Nationals (ZAV), which the government adopted on April 1, 2025.
