Announcements

The notices are published in the Articles 25 to 28 of the Law on Public Procurement in the Sectoral Field and in the Articles 17 to 25 and 43 of the Ordinance on Public Procurement in the Field of Sectors defined.
The notices are divided into the main areas of national and the international thresholds.

Notice in the field of national-thresholds


In the area of national thresholds, contracts awarded in the open or restricted procedure must be published by means of a public notice (advertisement) in the Liechtenstein official publication organs in German by the contractor (Artikel 22 ÖAWSV).
The content of the notice is governed byArticle 22, paragraph 1 of the Regulation on Public Procurement in the Field of Sectors.
For the preparation of the public notices, for contracting authorities in the sectors, in the area "National Templates for Contracting Authorities "Sectors Contractors" of the online switchboard, the template "Public Notice ..." is available.

Public notices in the area of international thresholds


In the area of international thresholds, the following three main types of notices are distinguished:

  • Notice sectors
  • Regulatory notice sectors, with or without a call for competition
  • Notice of contracts awarded sectors

Announcement sectors


Contracts awarded by open, restricted, negotiated, competitive dialogue or innovation partnership procedures are subject to the contractor by means of a public contract notice sectors (advertisement) to be published in the Liechtenstein official publication organs in German (Article 21 ÖAWSV), and to forward it directly to the Office for Official Publications. The contracting authority may send this notice to the Public Procurement Unit for review ten days prior to its publication. The sender must be able to prove the date of sending. Proof of publication shall be a confirmation of publication issued by the Office for Official Publications of the European Union, indicating the date of such publication.

The content of the contract notice sectors is governed by Article 18 of the Ordinance on Public Procurement in the Field of Sectors.

The contract notice published in Liechtenstein's official publication media may only contain those details that have been forwarded to the Office for Official Publications of the European Union or published in a procurement profile.

The contract award notices may not be published in the Liechtenstein official publication organs prior to publication by the Office for Official Publications of the European Union. Publication in the Liechtenstein official organs of publication may take place if the contracting authority has not been informed of the publication within 48 hours of the acknowledgement of receipt of the notice.

Regulatory notice sectors (with or without call for competition)


The regular notice without call for competition corresponds to the prior information of the other contracting authorities.
The regular notice with call for competition corresponds to a contract notice sectors. On the Simap Homepage you can register to subsequently create your own notices online.

Contracts awarded in the open, restricted, negotiated, competitive dialogue or innovation partnership procedures are subject to the contracting authority, to publish sectors (with or without call for competition) by means of a regular notice in the Liechtenstein official publication organs in German, as well as to forward it directly to the Office for Official Publications. The contracting authority may send this notice to the Public Procurement Unit for review ten days prior to its publication. The sender must be able to prove the date of sending. Proof of publication shall be a confirmation of publication issued by the Office for Official Publications of the European Union, indicating the date of such publication.

The content of the regular notice sectors (with or without a call for competition) is governed by Article 19 of the Regulation on Public Procurement in the Field of Sectors.

The contracting authority may also publish the regular notice in a procurer profile. In this case, it shall notify the Office for Official Publications in advance by electronic means of the publication of a regular notice in a buyer profile. He can set up the procurer profile on the Internet; it contains information on planned and ongoing procurement procedures, on contracts awarded and any other information relevant to the procurement, such as the contact point, telephone and fax number, address and e-mail address of the contracting authority.

It may contain in the Liechtenstein publication organs only the information that has been forwarded to the Office for Official Publications of the European Union or published in a procurement profile.

The regular announcement may not be published in the Liechtenstein official publication organs before publication by the Office for Official Publications of the European Union. The publication in the Liechtenstein official publication organs may take place if the contracting entity has not been informed about the publication within 48 hours after the confirmation of the receipt of the notice. The period between the regular notice sectors (with or without call for competition) and the contract notice sectors must be at least 35 days and may not exceed 12 months, otherwise a regular notice sectors (with or without call for competition) must be published again. A regular notice sectors (with or without a call for competition) leads to a shortening of the deadlines.

Notice of awarded contracts sectors


Contracts awarded by open, restricted, negotiated, competitive dialogue or innovation partnership procedures are subject to the contractor by means of a public notice on awarded contracts (advertisement) to the Office for Official Publications in German, within 30 days after the award has been made (Article 43, paragraph 1 ÖAWSV). The sender must be able to prove the date of dispatch. Proof of publication shall be deemed to be a confirmation of publication issued by the Office for Official Publications of the European Union, indicating the date of publication.

In the official publication organ, the awarded contracts shall be published using the template "Notice of Contracts Awarded".

The contracting authority may summarize and publish the notice of awarded contracts for social and other special services on a quarterly basis. In this case, it shall send the compilation within 30 days after the end of the quarter (Article 43, paragraph 3 ÖAWSV).
