Union Register

As the central technical instrument of emissions trading, the Union Registry ensures the correct accounting of all transactions (issuance, transfer, cancellation) involving allowances made under the obligations of the Kyoto Protocol, the European Emissions Trading Directive, or free trade.

Emissions allowances exist exclusively in digital form, so the emissions trading system is set up as an online booking system. All international transactions are verified, approved and recorded by independent logging institutions. At the UN level, this task is performed by the Independent Transaction Log (ITL), while at the European emissions trading level it is performed by the Community Independent Transaction Log. A technically error-free link between the two logging facilities is thus a basic prerequisite for global and secure trading of emission allowances is possible via the Emissions Trading Registry Liechtenstein, now called the Liechtenstein Union Registry.

Any natural or legal person can also participate in global emissions trading and open an account in the Liechtenstein Union Registry for this purpose. Application forms and instructions with the requirements for account openings can be found on this page.

Publicly available information

In accordance with the provisions of the Law on Information for the Population (Information Law) of May 19, 1999, the Office for Environmental Protection, as the competent authority, publishes non-confidential register data electronically on the publicly accessible area of the register website. These include decisions on the allocation of emission allowances, information on project measures and emission reports pursuant to Article 9 of the Emissions Trading Act.

According to Article 16, Paragraph 3 of the Emissions Trading Act, a 3rd account representative with permanent residence in Liechtenstein is mandatory for the opening of an account in the Liechtenstein Union Registry.

The Ordinance on the Levying of Fees under the Emissions Trading Act regulates the fees for official acts of the Office for the Environment within the framework of emissions trading. The following fees for opening and maintaining a personal account were newly established by the Ordinance of 20.04.2010:

Due to the increasing attacks (cyber attacks) on the EU Emissions Trading Scheme, the Office for the Environment has issued security regulations which are valid with immediate effect. These are mandatory and a basic requirement for opening and maintaining an account in the Liechtenstein Union Registry.
