Who are contracting entities "bodies governed by public law"?

According to Article 7, paragraph 1, item 10 ÖAWG Gesetz über das Öffentliche Auftragswesen, a body governed by public law is any body which:

  • was established for the specific purpose of performing tasks in the general interest, which are not of a commercial nature;
  • has legal personality; and
  • is financed predominantly by the state, municipalities or other bodies governed by public law, or which is subject to supervision by the latter with regard to its management, or whose administrative, management or supervisory body consists of a majority of members appointed by the state, municipalities or other bodies governed by public law.

The client "bodies governed by public law" include in particular corporations and independent institutions and foundations governed by public law. This includes, for example

  • the Liechtenstein Adult Education,
  • the University of Liechtenstein,
  • the Liechtenstein Museum of Art,
  • the Liechtenstein School of Art,
  • the Liechtenstein National Library,
  • the Liechtenstein National Museum,
  • the Liechtenstein National Hospital,
  • the Agency for International Educational Affairs,
  • the Liechtenstein Cultural Foundation,
  • the Liechtenstein Development Service,
  • the Liechtenstein School of Music,
  • the Old Age and Survivors Insurance AHV, the Disability Insurance IV, the Family Compensation Fund FAK,
  • the Liechtenstein Broadcasting Corporation,
  • Liechtenstein Marketing,
  • the Old Age and Sickness Assistance LAK,
  • the Financial Market Authority FMA,
  • the citizens' cooperatives of the municipalities,
  • the wastewater association of the municipalities of Liechtenstein,
  • the waste disposal of the municipalities of Liechtenstein and
  • the Commission for Energy Market Supervision.
