Construction Work Coordination Act / Safety and Health Plan

The European Union Directive 92/57/EEC deals with minimum safety and health requirements for temporary or mobile construction sites. The Liechtenstein legislature has adopted this Construction Site Directive largely unchanged in the form of the Law on the Coordination of Safety and Health Measures for Construction Work (LGBL. 2002 No. 158) 

Investigations into accidents in the construction site area yielded important findings:

  • 75% of workplace accidents were caused by decisions made before construction began
  • 35% of fatal workplace accidents were caused by planning
  • 26% of fatal occupational accidents were caused by poor site coordination and poor coordination of the contractors involved

In order to prevent accidents, the building owner is required to assign a planning coordinator for the preparation phase and a construction site coordinator for the execution phase at each construction site where workers from different employers will be present. The planning coordinator and the site coordinator may be the same person. The professional requirements for the planning and construction site coordinator are regulated by the Ordinance on the Construction Work Coordination Act (Bauarbeitenkoordinationsverordnung, BauKV)

During the preparatory phase of the construction project, the planning coordinator must prepare a safety and health protection plan.
