Energy-efficient and ecological building technology systems

Valid from 01.01.2023

The installation of energy-efficient and ecological building technology systems (e.g. heat pumps and wood heating systems) in residential, industrial and commercial buildings up to 1,750m2 SFR is subsidized.

Large installations with more than 1,750 m² of floor space, such as large wood chip furnaces, which serve the purpose of the Energy Efficiency Act in a special way, can be subsidized as >Other installations.

Funding application/ certificate of completion

The funding application and the power of attorney must always be submitted in full and in paper form, including all enclosures. Submissions by e-mail are not sufficient. Applications will only be processed once the application documents have been received in full.

The subsidy is based on the energy reference area and the type of building services system. From 01.01.2023, the subsidy will be flat-rate for energy reference areas from 0 to 500m2. You can use the calculation tool to determine your individual subsidy entitlement.

The new, flat-rate subsidy applies from 01.01.2023.

If you have not yet started the work, you can declare a received commitment invalid and submit the application from 01.01.2023 under new conditions.

To do this, please send us an e-mail to info.energie@llv.li (from 01.01.2023 at the earliest), stating your name, address and the reference number of the funding commitment, confirming that

  • the existing assurance is declared invalid,
  • the measure has not yet begun, and
  • the measure is to be subsidized in accordance with the new subsidy conditions.

After a brief review, you will receive a new funding confirmation from the energy office with the new funding amount. Once you have received the new subsidy confirmation, you can start building your building technology system.

  • Only new, state-of-the-art systems and system components and appliances are to be used.

  • Hot water must be heated primarily using the subsidized building services system, thermal solar collectors or a heat pump boiler. Purely electric boilers are not permitted in subsidized systems.

  • Electrically operated pipe trace heating systems and hot water circulation systems must be connected with a timer, ideally via an all-pole disconnection point (socket). This is because pipe trace heating systems are large consumers of electricity and should be operated in a targeted manner. If there is a disconnection point (socket), consumption can be measured and simply unplugged if unnecessary operation/service is required.

  • Circulation pumps of energy efficiency class A (EEI ≤ 0.23) must be installed for hot water circulation. If a circulation pump that does not correspond to energy efficiency class A (EEI ≤ 0.23) is installed, the subsidy will be reduced by CHF 300 per pump.

  • If a wood-burning boiler with "Bonus particle separator" has been approved, the particle separator must guarantee a separation efficiency of at least 60% in normal operation.

  • If a heat pump with "Bonus operating QM" has been guaranteed, the system efficiency plus must be proven over one year of operation before payment is made. The data must be provided for a total of 5 years of operation. The system automatically takes part in a research study when the Bonus Operating QM is claimed. The data can be published in this context.

  • The heating and hot water systems, including all distribution pipes, must be fitted with continuous thermal insulation. The minimum insulation thicknesses can be found in the following table:

  • Forfeiture of entitlement: The entitlement to subsidies expires if the measures are started before legally binding confirmation of the subsidies has been received.
  • Building services installations are not eligible for subsidies if they are used as supplementary heating to a sufficient (monovalent) heating system.
  • Project author: Subsidies will only be paid if expert planning and implementation of the measures is guaranteed.
  • Time limit: The guarantee of funding is limited in accordance with Art. 25 EEG. The measure must be started within one year of the decision to grant subsidies and completed within two years.
  • Mandatory other provisions: The measure will not be subsidized if it is mandatory due to other statutory provisions pursuant to Art. 4. para. 2a) EEG (e.g. development plan, air conditioning, swimming pool heating, conversion, etc.).
  • Re-funding Subsidies are only paid once for each measure; renewed funding for the same measure is only possible after 20 years. The old commitment date is relevant for the assessment of any funding after 20 years.
