1.) Basic information
General remarks
As the central technical instrument for emissions trading, the Emissions Trading Registry ensures the accurate accounting of all transactions of allowances (issue, transfer, cancellation) carried out under the obligations of the Kyoto Protocol, the European Emissions Trading Directive, or free trading.
Emission allowances only exist in digital form, so that the emissions trading system is conceived as an online accounting system. All international transactions are reviewed, approved, and recorded by independent account logging services. At the UN level, this is the responsibility of the Independent Transaction Log (ITL); at the level of the European Emission Trading Scheme, it is the responsibility of the European Union Transaction Log (EUTL). A technically error-free link between the two logging services is therefore a basic prerequisite for a global and secure trade in emission allowances, to be set up by 1 January 2008. From that date, trading in emission allowances will also be possible via the Liechtenstein Emissions Trading Registry.
Link with the Swiss system
In addition to the international and European emissions trading schemes (EU ETS), the Liechtenstein Emissions Trading Registry can also be used for the Swiss emissions trading scheme starting in 2008. Liechtenstein is thus the only country in the world linking three different emissions trading schemes together. Industrial installations not falling within the scope of Annex I of Directive 2003/87/EC may use the option of a reduction commitment to obtain an exemption from the Swiss CO2 tax on fuels.
The applicable legal and technical framework is currently being developed by the competent authorities (the Liechtenstein Office of Environmental Protection and Office for Foreign Affairs, the Swiss Federal Office for the Environment, the Swiss Federal Office of Energy, the Swiss Directorate General of Customs, and the Swiss Energy Agency).
Free trading
Any natural or legal person may also participate in worldwide emissions trading and open an account for this purpose in the National Registry of Liechtenstein. Application forms for opening an account are available on this page.
Publicly accessible information
In accordance with the provisions of the Public Information Act of 19 May 1999, the Office of Environmental Protection – as the competent authority – publishes non-confidential registry data electronically in the publicly accessible area of the registry website. Such information includes the decisions on the allocation of emission allowances, information on project measures, and emission reports pursuant to article 9 of the Emissions Trading Act.

Fees
The ordinance on Levying of Fees according to the Emissions Trading Act (EHG) regulates the fees for official acts of the Office of Environmental Protection (OEP) in the context of emissions trading. The following fees for the opening and the maintenance of a personal holding account has been fixed in the Ordinance of 20th April 2010 Concerning the Amendment of the Ordinance on Levying of Fees according to the Emissions Trading Act (EHG):

3.) Security Terms of Use
Due to the recent Cyber-Attacks on the EU ETS the Office of Environmental Protection has elaborated new Security Terms of Use which are in force with immediate effect. These are mandatory and prerequisite for the opening and the account management.
